I need to know: What is the technical difference between a Web Designer and a Web Developer?
There is a big difference.
The people who created the lovely interface you see on facebook are designers.
The people who wrote the code that powers the site and makes sure that your status updates, messages and other content show up properly to the right people are the developers.

Designer decides how the page would look like, DEVELOPER determines the funtion of the web site.
So, i can say "Web Designer can work with or without a web Developer or the idea, and come out with a static website." While a web Developer needs some designing skill or probably work with a designer to come out with a nicee looking functioning website" Because many people will judge based on what they see, no matter how hell you might have coded.
As I said, this is a "sensitive" issue so I will stop here.
Simply understand that the term "developer" simply is used in place of the word "programmer" - so, a web designer may know nothing about programming, yet he can create basic web pages without any programming knowledge, however, when it comes to websites that makes use of ADO- database access, visual basic or java scripting, and all that, then it is the work of the Web Designer.
